When free chlorine combines with contaminants, it becomes combined chlorine, (chloramines). Combined chlorine has very little sanitizing ability, and no oxidizing ability.

Total Chlorine is the sum total of all chlorine in the water. It is the combination of free chlorine and combined chlorine.

The desired  total chlorine level should be 1.0 - 3.0 ppm
